and within the framework of the activities of the College of Education for Girls during the Iraqi Week for Combating Drugs, the College of Education for Girls at the University of Shatrah hosted, on the morning of Wednesday, 19 November 2025, a scientific workshop entitled "The Legal Framework for Combating Drugs", under the sponsorship of the Department of English Language and in cooperation with the Legal Division of the College.
Workshop Themes
The workshop highlighted the following main themes:
-
The qualitative shift in Iraqi legislation through the Narcotic Drugs and Psychotropic Substances Law No. (50) of 2017.
-
The distinction between treating the user as a victim in need of treatment and the dealer as a criminal deserving punishment.
-
The institutional mechanisms for eliminating this scourge, represented by the National Committee and the Directorate of Narcotics Control.
-
The role of legal guarantees in achieving a balance between the requirements of combating drugs and protecting individual rights.
During the lecture, the Director of the Legal Division, Dr. Jin Yasser Hussein, affirmed that «the law did not come only to punish, but to treat and rehabilitate, as it gives the user the opportunity to come forward for treatment voluntarily without legal accountability», noting that «this approach embodies the balance between deterrent punishment and a humanitarian orientation».
The workshop saw remarkable engagement from the students and attendees, whose contributions addressed ways of strengthening cooperation between academic institutions and law enforcement agencies, and the role of English language students in awareness campaigns on the dangers of drugs in several languages.
This workshop crowns the efforts of the Department of English Language to promote integration between academic disciplines and to consolidate the pivotal role of the university in serving the community and confronting the challenges that threaten its fabric.
